fix(mautrix-whatsapp): disable encryption (Tuwunel lacks MSC3202 support) ... a426215dbb

WhatsApp bridge needs either MSC3202 appservice encryption or a homeserver
shared_secret_auth plugin to handle encrypted rooms. Tuwunel supports neither.
Discord bridge uses a different encryption path, so it works fine.

This only affects WhatsApp - Discord keeps allow=true.
