The 0.2 -> 0.3 bump breaks the build. iced_core re-exports smol_str::SmolStr
and iced_winit converts winit:⌨️:Key straight into
iced_core:⌨️:Key. The pinned Orbital-Winit fork hard-codes
smol_str = "0.2.0", so after the bump both SmolStr types are in the graph
and the two sides no longer unify:

  552 |  winit:⌨️:Key::Character(c) => keyboard::Key::Character(c),
     = note: there are multiple different versions of crate `smol_str`
  error: could not compile `iced_winit` (lib)

Reverts the Cargo.toml/Cargo.lock bump and adds a Renovate packageRule
(allowedVersions <0.3.0) so the unbuildable 0.3 upgrade is not proposed
again. This mirrors the existing bincode rule. The bump can be retried once
the winit pin is repointed at a revision that requires smol_str 0.3.
