Two dependency PRs fail CI on every run and will keep being re-proposed
until Renovate is told to leave these dependencies alone.

bincode: capped below 3.0.0. bincode 3.0.0 is a tombstone release whose
entire lib.rs is a single compile_error!("https://xkcd.com/2347/").
Upstream development has ceased and 3.0.0 was published only to signal
that status, so no 3.x will ever compile. It is still unyanked on
crates.io, which is why it keeps being offered as a major bump. The
ceiling still tracks any future 1.x patch.

cosmic-text: updates disabled. The dependency is pinned by rev to a
commit on hecrj's experimental dev branch, but Renovate resolves the
default branch when computing a digest update. The resulting PR is a
22-commit downgrade that removes the very APIs the orbital-iced fork
depends on (cosmic_text::SpanPadding, Attrs::padding,
LayoutLine::line_height, LayoutGlyph::{ascender,descender}), so
iced_graphics no longer compiles. There is no version ceiling that
expresses this, so the rule disables the dependency instead.

Both rules carry a description so the reasoning shows up in the
Dependency Dashboard rather than being invisible config.

No build change: renovate.json is consumed by the bot, not by cargo.
